The Medicare Negotiation and Competitive Licensing Act of 2019 (H.R. 1046), from Reps. Lloyd Doggett (D-TX), Peter Welch (D-VT) and Elijah Cummings (D-MD) will finally allow Medicare to negotiate drug prices. And because this bill will receive massive resistance from the pharmaceutical industry, Doggett and his colleagues have crafted the bill with real teeth. If a drug company refuses to negotiate in good faith, the bill empowers the government to allow generic competition and end the company’s monopoly.
